TOC means Touch of Color. Samsung's Touch of Color design embeds colored accents in the bezel of LCD and Plasma TVs for a stylish, unique new look. Examples of Samsung TVs with TOC are below.

The color is embedded in the plastic of the bezel. It is not a light, it does not light up, and you can not turn it on or off or adjust it. You can only see the TOC when light passes through the bezel.  If there is little light or no light, you won’t be able to see the TOC.
