SOLUTION :

There is no need for concern if you can no longer create shortcuts for apps in Secure Folder. Ever since the Oreo (Android 8) update and later software versions, devices do not allow users to have Home screen shortcuts for apps in the Secure Folder. This is a safety precaution.
