When the camera isn't active, shaking the phone may cause the OIS to rattle against the internal structure, making a noise. This is more noticeable on the Galaxy Note20 Ultra due to its larger OIS. This is not a defect and doesn't affect the functionality or performance of your device. Specific software algorithms were implemented to prevent OIS movement and sound when the device is shaken.
