Answer:

Starting from R OS, Google has been changed to allow users to consent for accessing or not when using a network service provider AP based on improved security policy.

Accordingly, it is intended behavior by Google and if you agree by selecting the network operator notification in notification panel, you will be automatically reconnected after that.
