After OS upgrading to Android 11(R OS), I cannot find emergency alert message in inbox of Messages app when receiving a emergency message. Also the badge is not displayed in the Messages app.

 In Android 11, the handling of emergency alerts has been changed. Now, these alerts are managed through the wireless emergency notification feature provided by the operating system. To view new emergency alerts, go to Message Settings > Emergency Alert History, where you can find them. Additionally, any unread emergency messages from before the update will now appear as read in your regular inbox.
