Can I only use an cell phone  registered on the cellular network?

The scope of the application's use area is limited to countries on which it is registered and the registrations is effective.  For this reason, when the app is running, it determines the country information of the cell phone and the area of the connected network. Therefore the cell phone has to be registered to cellular network with a SIM card inserted in it.
