I don't see the Auto record calls menu in the 
Phone app.   
Answer 
We have identified that this may occur temporarily 
if certain environment settings are not processed properly.    
Please connect to Wi-Fi and restart your phone(Make 
sure phone stay connected to Wi-Fi even after restarting). This may help resolve 
the issue(depending on the situation, it may take up to 30 minutes for the menu 
to appear after restarting the phone).

and path may vary by models   
1) Record calls automatically 
    - Phone app > More options
  
    > Settings > Record calls > Auto record calls > turn it On and 
    select type of calls.   
 
2) Record calls manually 
    -  Phone app during an ongoing call 
    > More options
  
    > tab 'Record call'.   
 
3) View recorded calls 
    - Phone app > More options
 > 
    Settings > Record calls > Recorded calls
