Solution

If customer's TV is having "noise picture signal' [i.e. film grain or granularity on an area of the screen], it can be fixed by adjusting picture size

a.  Noise signal in certain channels

 

b.  Settings > Picture > Picture Size Settings > Custom > Zoom and Position
